I. Basic situation of the project

Project Location: Ningjin Salt Chemical Circular Economy Park, about 20km southeast of Ningjin County, Xingtai City.
Source of project funding: 20% of the company's own funds as capital, and other construction funds are planned to use bank loans.
The overall progress of the project: The project is scheduled to start in November 2016. The 1# unit is scheduled to be put into production on September 30, 2017; the 2# unit is scheduled to be put into operation on November 15, 2017. The first batch of auxiliary equipment will be delivered to the site by March 31, 2017.

Third, bidder qualification requirements
(a) Basic qualification requirements
The bidder shall meet all the following requirements at the same time:
1. Enterprise legal persons registered in the territory of the People's Republic of China have legal personality as independent contractors.
2. With a perfect quality management system, it must hold an ISO9001 quality management system certification issued by a nationally recognized qualification agency or an equivalent quality management system certification and annual inspection records, with good pre-sales and after-sales services.
3. Bidders shall abide by the laws and regulations of the People's Republic of China.
The bidder must have the necessary financial, technical, design and manufacturing/procurement capabilities to perform the contract, have the appropriate qualifications for R&D, design, equipment manufacturing/procurement, and meet the following requirements:
a) Must be a legally and financially independent entity.
b) The bidder must have good bank credit and business reputation, and must not be in a situation that is not conducive to the realization of the purpose of the contract, such as bankruptcy, suspension of business, receipt of assets, or freezing; no violation of the law in operating activities within the first three years of participating in the bidding activities of the project. recording.
c) The bidder shall have implemented a quality assurance system that meets the requirements of the bidding documents. The bidder shall formulate and implement a quality assurance program based on the project tasks and responsibilities he undertakes, and be responsible for the effectiveness of the quality assurance program, the project quality and service provided, as well as the obligations and legal responsibilities stipulated in the contract. The bid solicitor will test the implementation and effectiveness of the quality assurance system formulated by the bidder through inspection, supervision and supervision.
d) If the bidder’s bid for the product has an import part, he must obtain an import license or an export license issued or approved by the competent authority of the exporting government. If an import permit is not obtained at the time of the bid, the bidder should submit a promise that he can obtain a permit from the relevant government authority.
4. There are domestic manufacturers directly supplied equipment, in principle, do not accept the intermediary agency's bid.
5. The Commonwealth does not accept bids from the Commonwealth.
6. Two or more legal persons whose legal representative is the same person, only one of them may participate in the bid for the goods subject to the same tender number.
